Phew!  What a difficult concept truthfully. Choosing to be happy is to say in a way a direct relative concept of acceptance of life on life's terms. Acceptance of things that are outside of our control. One key 🔑 factor when applying choosing to be happy is genuine meditation.
🔑 Confinement of temper is yet another factor for applicable use.
You control your emotions.  Your emotions do not control you unless you allow for them to. Emotions can be contagious. For instance if there is just one person with a negative attitude around at a party it becomes less enthusiastic until taken elsewhere or the negative person is removed. Positive emotions are even stronger than negative ones even if it may not feel like it at times. Most times the best thing we can do is just laugh it off or let it roll right off our shoulders but still just as importantly attend to the responsibility of taking care of such things.
